The fundamental purpose of the Council of Liberian Experts in the Diaspora (COLED) is to harness the talents and skill sets of accomplished Liberian professionals in the diaspora and collaborate with colleagues at home to alleviate poverty and promote socio-economic development in Liberia.
Our Mission
The Council of Liberian Experts in the Diaspora, Inc. (COLED) shall be a non-profit and non-political entity committed to building a community of Liberian professionals in the diaspora with the expressed purpose of collaborating to assist Liberia’s development agenda with respect to the alleviating of poverty, improving the literacy rate and infrastructural development.

Dr. Robert G. Sherman MIM, MBA, PhD

Siata Freeman
Ms. Freeman brings a wealth of professional experience and expertise to COLED. She holds a Bachelor’s degree in Accounting from Cuttington University and a Bachelor of Laws (LLB) from the Louis Arthur Grimes School of Law.
With over fifteen years of experience in international contract negotiation, project management, and international trade, Ms. Freeman has built a strong reputation for strategic leadership and operational excellence. Throughout her career, she has demonstrated exceptional skill in procurement management and contract administration, helping organizations strengthen operational efficiency and modernize procurement processes through improved systems and automation.
Ms. Freeman’s combined legal background and procurement expertise provide a unique and valuable perspective that supports COLED’s mission. Her experience will play a key role in strengthening the organization’s deliverables and advancing initiatives that promote socio-economic development in Liberia.

Anthony T. Togba MBA, CPA, CGMA
Anthony T. Togba is a seasoned finance and business executive with over 40 years of professional experience spanning finance, banking, insurance, taxation, accounting, and entrepreneurship. Throughout his career, he has held several senior leadership roles across both the private and nonprofit sectors.
Mr. Togba previously served as President and Chief Executive Officer of Meridien BIAO Bank (Liberia) Limited and as Chief Financial Officer of Nanoscope Therapeutics, a U.S.-based biotechnology company dedicated to developing treatments to cure blindness.
He is a licensed Certified Public Accountant (CPA) and a licensed insurance professional in the State of Texas. He also holds the Certified Global Management Accountant (CGMA) designation.
Mr. Togba earned his MBA from Arizona State University and completed postgraduate training in taxation at Golden Gate University in California. He also obtained a Chief Financial Officer (CFO) Certificate from the Stanford University Graduate School of Business.
He is an active member of the American Institute of Certified Public Accountants (AICPA) and the Texas Society of Certified Public Accountants (TXCPA).
In addition to his corporate leadership experience, Mr. Togba is a serial entrepreneur. He is the founder of 2Buildafrica, an innovative e-commerce platform designed to empower members of the African diaspora to manage and execute building construction projects in Liberia while living abroad.
Mr. Togba has also contributed to community service and nonprofit leadership. He previously served as Head of the Finance Committee for the Catholic Archdiocese of Monrovia.

Alvin N. Tweh BA
Mr. Alvin Nahcheipor Tweh is a former adjunct faculty member at the American Indian College in Phoenix, Arizona, USA. He currently serves as a Computer Technical Analyst within the Division of Technology at the Department of Economic Security in Phoenix, Arizona, USA.
Mr. Tweh received a BSc in Network Technology from the Collins College of Design and Technology in Phoenix, Arizona. He also earned several certificates in Health Information Technology and Management (MCIT) from Gateway Community College.
Mr. Tweh served as the second President of the Liberian Association in Arizona since its founding. He has also completed several master’s-level courses in Cybersecurity at Grand Canyon University, along with additional cybersecurity certifications.
Mr. Tweh previously served as an Administrator for Africare International in Guiglo, Republic of Côte d’Ivoire, where he undertook several projects in the areas of agriculture and health care, working in partnership with UNHCR.
He is also a founding member of the Liberian Association of Abidjan and served as a coordinator for the second largest Liberian community in Abidjan, Ivory Coast, West Africa.
Mr. Tweh served as the Information Technology Coordinator for the Scottsdale Unified School District in Scottsdale, Arizona, USA. He also served as an Electronic Health Records (EHR) Educator/Trainer with Sedona Learning Solutions in Arizona, USA.
Mr. Tweh is a devout Christian, is married, and has three children.
